The government of China follow foundamental realities conditions that work out  population  increasing target , plan and family planning policy which advocating later marriage and late childbirth, fewer and better birth,encouraging a couple having only have one kid and considering the difficult of villager,allow of  have the second child  after interval  a few years.

3、According to stastiscs,she was delivered 80 thesises on academic journal of domestic and oversea.
4、Too many people and too little filed,people is per resources relatively scarcied,economic and culture was slow development which the basic nation condition.
5、Depend on chinese conditions that the goverment makes planne and goal ,rule of family planning policy,advacated that later married and later childbrith fewer and better birth ,meanwhile one kid of one couple,Considering someone people is difficults in the village,allowance of people is sceond kid after several years of firist kid birth.
